Russian Tourism and Hospitality Sector Shows Sustained Growth

The Russian tourism and hospitality industry continued to grow steadily in 2025, though at a slower pace than the post-pandemic surge of 2024. Collective accommodation facilities generated 1,094 billion rubles in the first 11 months of 2025, marking a 12% year-on-year increase. While growth moderated compared to the previous year’s rapid expansion, revenues remained at record levels.

Domestic tourism remained the primary driver of industry performance. Russian citizens made 78.5 million accommodation stays and approximately 163 million domestic tourist trips during the period. Total overnight stays exceeded 330 million and are expected to approach 400 million by year-end. Room capacity also expanded, reaching over 1.15 million rooms nationwide.

Inbound tourism showed gradual recovery, with 4.3 million foreign visitors recorded in the first 11 months of 2025—surpassing the full-year 2024 total. However, foreign arrivals remain below pre-pandemic levels, with growth supported mainly by visitors from Asia and the Middle East.

Related sectors also performed strongly. Travel agency revenues rose 18%, the number of agencies increased by 16%, and public catering spending per capita grew by 23%. Overall, the industry demonstrates resilience, stability, and continued expansion driven largely by domestic demand.
